Paul wrote to the saints that are at Rome, Corinth etc.

Generally the passages you're referring to are interpreted/translated as "called to be saints" or "called to be holy." That is, Christians.

Today, a saint is usually considered to be someone who is already in heaven.

Saints are holy people who strived to do God's work on Earth. They were often guided by higher forces. There are patron saints of different areas of life.

To become a saint you must have suffered for your faith (be a martyr) and you have to have miracles attributed to you or your relics. There were thousands of saints in history, but I doubt all the popes who were canonised had miracles attributed to them. The vatican tried to de-canonise St. Christopher because they think he doesn't exist. They don't have the authority to de-canonise anyone. True saints are ordained as such by God. Many people do saintly deeds which don't make the newspapers or history books.
