In 1998, Saddam stopped allowing the weapons inspectors into Iraq because Richard Butler, the then head of the UNSCOM, allowed the CIA to infiltrate, after which the commission was used for espionage, and Saddam naturally knew what was happening. The US would have done the same thing if it had been the other way around and Iraq had been inspecting the US and using the commission for espionage.

I don't quite see your point... ALL the Inspectors obviously have ties to or sent info to their respective countries Intelligence services !!

Saddam was STILL obligated to permit the inspectors to do their INSPECTIONS !! I put the responsibility on Saddam and his Government... and perhaps the Bunny-Huggers at the UN who loved to ignore Iraq's failure to comply with all UN resolutions while they collected Oil-for-Food kick-backs and bribes.

I was in the Gulf in 1996-1998 tracking Iraqi-oil slipping through Iranian waters on it's way to China and India and Pakistan... as well as watching Saddam play his little missile-tracking radar games in the Southern No-Fly.
