It refers to the God of the Judaeo-Christian tradition, since this phrase was added by an act of a largely Christian congress. Is it Ra, the Egyptian god of the sun? The doolar bill has a pyramind on it, and the eye on top is used in some religions to represnet god. Ra was associated with the pyramid so there you go.

I dislike the reference to ANY god, gods, goddess or goddesses.
