Just to point out some basic physics..

Distance is a very good way to cut down on harmful effects. Usually the distance will get you either a square or cube proportion.
I think in this case, a straight line source with imaginary tube shapes coming out of it, you get a square.
So if you double the distance, you get 1/4 the bad effect.
If you triple the distance, you get 1/9 the bad effect.
4 times the ditance, you get 1/16th and so on.

Do the math backwards, and it means that if Wire A is safe at 10 feet, then standing just 40 feet away from a 16 times stronger Wire B will also be safe.
