I read this back in the 70's, so it seems to be something older.

I'm thinking it could be "Snow" by Roy McKié, illustrated by P. D. Eastman (who wrote "Are You My Mother?"). It's one of those Beginner Books with the Cat in the Hat on the spine, first published in the early 1960's, but still in print:

The best place to look is either amazon.com or borders.com. They are pretty good at categorizing books. You put what your looking for in the search engine on the web page and they will try to match what they have to that.
