You seem to be under the impression that the castration of clergymen will solve all the Church's problems pertaining to the clergy sex scandal.
Castration would not accomplish this.
You see, while castration removes a part of the human body, it does not remove that person's tendency to commit sin. Castration will not strenghten then against the temptations that caused them to sin in the first place.
It is the temptation that must be removed. This can be done without castration.
Besides, you are advocating every priest to become eunuchs. Where is the justice in this when only 6% of clergy are sexually deviant? Granted, that is 6% too many, but 6% does not justify 100%.
While I am concerned about the state of the Catholic clergy, in leau of the clergy sex scandal, castration - for many, many reasons, is not the answer to the problem.

vows of celibacy are not the cause of rampant child abuse now being reported in regards to the Catholic Church. The subjugation of the divine feminine in the gathering of believers in the ascended master Yeshua Bar Josef by the politician Constantine in the 4th century c.e. is the root of this evil. Balance is the key to all endeavor.

If a priest's instinctive sexual behavior must be perverted by enforced celibacy for reasons of ecclesiastical dogma, mandatory castration may well be the best way to protect a parish full of innocent young boys. Of course, such extreme measures would have to be strictly voluntary. I personally hope that one Pope or another will have a "revelation" and allow the priesthood to abandon their misogynistic superstitions, get married, and rejoin the human race.

No, because this would amount to sexual mutilation of the human body without just cause. You cannot blame an entire class of people for the acts of a small number.
