It all comes back to the power of the owner. If the owner is not firm (not abusive, just firm) and consistent the dog tries to take over control. The barking is an indication of the dog's fears because Granny is not a strong force in the dog's life or the dog is trying to take control telling your Granny what is happening and how to fix it.
Your friends are better pack leaders, strong/in charge so the dogs don't feel the need to take control.
Also your Granny's dog is frustrated because it's not getting enough exercise so acts out. I suspect your friends play and perhaps take the dogs outside for long walks and runs. If Granny can't exercise the legs off the little loud mouth, perhaps you could. A tired dog is a behaved dog.
Cesar Milan is a dog trainer that has brought this concept into the public thru Discovery Channel, his books and DVD. You can Google his name, Cesar Milan, to learn more and, if interested, get one of his books or DVD to help you train your Granny.

Poms are yappers, I had one but she didnt really yap as much as our neighbours poms. Maybe you need to have a bottle of water near by at all times so when she begins to yap, spray her with it until she gets the idea that its not right to yap. Also be very firm in your voice commands to her, poms are intelligent dogs and do heed commands.
Otherwise, get a newspaper roll it up, dont hit her with it but show the action that you want to hit her and speak firmly with her and tell her she is being naughty and keep telling her NO. Dont hit the dog, it only makes them stubborn and will continue on yapping. Poms are good watch dogs, and only yap when there are two or more of them, it can be very irritating. But its very common that poms yap, so just be consistant in what you do and firm, she will eventually learn that her yapping is wrong.
Toy dogs tend to take advantage, and sometimes can be very naughtly because they small and cute. Good luck with what ever action you decide to take.

After 4 years of not being trained to stop barking, its tough to do now...But no entirely impossible. I would recommend something as simple as squirting him with water. When he barks, squirt him in the face with a little water, I dont mean blast him away wih a super soaker 900, but just a little spray bottle, and he should eventually learn not to bark anymore. It worked for me and my little doggy! Good luck!

You need to see a behaviourist or positive trainer. They can show you how and when you should reinforce good/desired behaviours, instead of punishing the dog for bad/undesired behaviour. What you want is for the dogs to understand what behaviours will earn them good rewards and which ones won't. This takes practice bc timing is essential. It helps to think of it this way: you're the one getting trained, so you can help your dog. ;o)

I have two toy poodles.. one is barky.. one isn't.. though the barky one is still a baby and learning.
Water is definitely a option but you risk them being afraid of water..
I use a whistle.. they HATE it! Its a kid whistle, and I don't blow it loudly, but when they bark, I blow the whistle and they stop.
Mainly you gotta think of something that works for that dog to grab ts attention from whatever it is that they are barking at.

My pom was like that too. We took it to a dog trainer and she told us to always treat the dog every time it does something good and eventually the dog will calm down.

It is NEVER acceptable to use physical punishment on a dog, or any other animal. I suggest you refer to the SPCA Library (http://www.sfspca.org/behavior/dog_library/index_library.shtml) for acceptable alternatives to physical punishment. for acceptable alternatives to physical punishment.
