If you know somone that has access to the DVLA database eg policeman, carpark security company, but it is illegal for you to get this information from them and for them to give it to you, so you'd have to have a really good reason!!

Owes, or owns? I will assume owns is what you really meant.
Stand at the car and wait. When someone appears and starts to open the door, ask "Is this your car?" If he answers in the affirmative, ask his name.
There in no other way, unless you are a police officer, a towing service with actual possession of the vehicle, or an insurance company with a claim against it.

Through a Solicitor.....he can get the information from the DVLA it won't cost a lot.
Or hire a P.I. to follow it.
