A 'Weapon of Mass Destruction' is any weapon whose effects cannot be limited or contained.

Generally these weapons are impossible to use without massive civilian damage and death.

For example: Military targets are designed to withstand close proximity to explosions. Thus any nuclear weapons large enough to take out military targets will result in massive damage to civilian structures in the surrounding area (civilian structures are not designed to be blast resistant).

Chemical weapons are carried by the wind and kill everything in the area they affect. This not only means that civilians 'downwind' of the chemical attack will be killed - but massive ecological damage will occur as every bird, animal, fish and insect also dies.

Biological weapons - just think 'pandemic.'
