Yes, you will need a Saltwater license to go fishing offshore. They are usually rather inexpensive and in my experience are around $10 for an annual resident license. The only time I've fished offshore and not needed a license was on a commercially-operated party boat.

If you are fishing for bluefin tuna, yellowfin tuna, and longfin tuna you are going to need a license issued by the National Marine Fisheries Services. It's not expensive only about $30. Yet the federal government keeps close tabs on all tuna caught offshore, tuna is worth a lot of money so they don't want anyone over harvesting the fish.

Yes. In California, operators of party boats are required to make sure all passengers have valid licenses before leaving the dock. As this may add to the cost of a day's fishing (and thus possibly discourage customers) they wouldn't do it if it wasn't required by law.
