I am studying English as the second language and it's hard for me to listen and understand this language.
What is the best and fastest way of improving listening ability in English?

read and watch t.v. that speaks English

Well, I am not good in English myself but my Grandfather gave me some tips that might be useful for you. (He's a lecturer)
1) Watch educational programmes that can help you improve your English e.g Channel News Asia, News, Geographic channel, discovery channel. These not only help you in your English but improve your general knowledge.

2) Read newspapers. Their cheap and interesting. At first, I hated them too. Then my Eng teacher made us cut them out and write our responses to them. So, just read articles that interest you first and highlight the word you don't understand. Then, check out the dictionary. Memorise them in a fun way. Use them everyday.

3) Practice reading out passages. e.g Newspapers. Read them out loud so everyone can hear. If ure unsure how to pronounce a word, ask your teacher.

4) Read lots of books. I recommend you read books you like. e.g I like reading books about magic. They might be childish but they have plenty of good words. Write down the words and make it a point to find out all the meanings of the words. And u can note down gd phrases too. They help u in compositions.

5) Listen to BBC radio or any News radio when going to school and on the way back. When ure free, listen to the radio at home.

6) Converse in English more. Use new words in your sentences.

7) Read English magazines that interest you. e.g If you like sports or cars read those magazines. or if you like Holllywood read those magazines. They too have good vocabulary and u normally make it a point to check out the words u dun understand in these magazines since u like them.

I hope these tips help you. I'm pretty bad at the memorising new words part so i hope u find a good way to memorise tht either than just sit and memorise the normal way.
