The ATF form needs to be signed by the local sheriff. There is no federal license or permit required to buy, sell, own or make a silencer, just pay the tax and have an approved form. Civilians are allowed to own silencers in 36 states.
Making a silencer for a center fire rifle from anything besides metal is foolhardy. A good book to buy is Paulson's Silencer History and Performance. Also take a look at the below links for ATF forms and ideas on how to build legally.

It's illegal to make a sound suppressor of any type but its not illegal to know how to do it. The tighter the fit, the less gas that will escape around the bullet. Cross drill rows of holes in the tube to allow gas to exit. Between each row of holes you would need to weld or somehow affix some baffles, thin sheets of metal that would split the suppressor into many compartments. Then you would have to attach a sleeve that fit snuggly around the baffles. Finally you would have to close off the front and back. It's a simple concept, your ability to trap the expanding gasses will determine how well the suppressor works.

Gentlemen,
I believe you are incorrect in your comments on the need for a Class III license before making a silencer.
I believe the permit needed would be either a Class VII Manufacturer License or a Destructive Device Manufacturer permit. Both of which cost more than the Class III permits and are harder to get.

You don't. Besides 'sniping' implies shooting from cover and from a distance. Rifles uses sound suppressors, they don't silence since the bullet is not sub-sonic anyway. Maybe you should talk to your local law enforcement, or call the BATF and see what they think about your plan.

If you are in the USA, BATF frowns upon home-made silencers. You'd be looking at hard time in prison. If you're willing to cough up the cash, go through the formal process by contacting them first.
