Unfortunately, we live in a society where there are child molesters and criminals, even in the church.
Church leaders need to be extra vigilent in making sure that the people in their care are kept safe from predation and that all business dealings are out in the open so that no financial impropriety occurs. There is a moral obligation to do so in addition to any legal liability for not exercising this care.
You don't say what your past is, but if you ever harmed children, most churches would not allow you to volunteer in Children's Ministry at all. If you had a problem with theft, I don't see putting you in place of temptation handling money either. A fellow with a DUI wouldn't be driving the church bus. There are other ministries you could be involved with that would have nothing to do with your past issues.
It makes me wonder why the installation of a few windows is so intimidating to you. Instead, take it as an opportunity to show that your past is really behind you and serve God cheerfully wherever He leads.

The pastor should never discriminate someone because of his past.
My newly elected pastor was actually a triad leader in the past.
If the person has turned over a new leaf, and is willing to serve, the pastor should give him a chance. If this pastor stops you from serving because of your past, have a good talk with him and ask him why. Perhaps, he feel that you might still be the old-you. Let him know about how you feel.
If you are truly serving with the right attitude and he is stopping you, I think, this church is not for you.
Go elsewhere where you can serve.

The new Pastor is being cautious and smart to protect his flock. You may have repented and had a good report with the old Pastor but the new one apparently has been told about your past and is only out for the flock. You need to sit down and talk with your new Pastor, show him/her you can be trusted and do whatever they say to.
As for the windows, that is a very smart thing to do for everyone involved. It can do nothing but enhance the safety of everyone.

I'm not a christian, and I don't know anything about your past, but its a pastor's job to make sure that everyone at church feels comfortable, not just you. All of our actions have consequences, regardless of whether you think they've been forgiven by a higher power. He has to make a personal decision about what's best, and considering that he is the pastor of the church, he has to make his own choices -- not just continue in the footsteps of the previous pastor.

He is way way off base, Moses was a murder, David was an adulter and a murder, Paul also was a murder our past is under the blood, I would confront him in the right spirit and if he continues in this way I would leave the church, because he is not even close to being right in this.
We are new creatures old things are passed away behold all things become new

If you were a child molester, no, you can not teach Sunday school. Just common sense. You will have to live with that the rest of your life. God may forgive you, and the people of your church may forgive you. But common sense says to protect the children and protect you from falling. And if you are teaching, the windows will protect them and you, in case someone accuses you. Of course, I am just guessing from your question what this is about. If you don't spell it out, we always think the worse.

Some people never feel safe enough, keep showing your faith and make the new pastor feel confident in your abilities as you did the former one.

Did you remind him of Moses past? a murder in there?
or perhaps King David, murder and adultery?
Perhaps Paul, christian persecute?
The woman at the well? who was not virtuous?
Maybe Rahab the prostitute?
Shall I continue? Did you ask him about the past he had before he was forgiven and covered by the precious saving blood.
For ALL have sinned and fallen short...

The elders are to watch over the flock in their care. If you are a threat you will be watched. If you are untrustworthy they should not honor you with a position.
It takes a lifetime to build a good reputation. One moment to ruin it.
Take your medicine and make amends.
