try deleting some old unwanted mails in ur outlook express.
and if ur using windows 98, then u need to replace a file called pstores.exe from the windows 98 cab files.

The usual suspects: overloaded RAM, too many programs loaded on startup, wallpaper and screensaver running in the background, etc.
Try:
Lose the wallpaper and/or screensaver
Review start menu. Load only that which you need daily.
Run Disk Cleanup, Scandisk, defrag
Now, try it.
Of course, if you are on dialup, it will be naturally slow anyway. If you have cable, and still have a problem with speed, you might need more RAM.
