its one of two things
1. The eyes are the window to the soul, he may be trying to figure more out about you. The best way to find out about a girl is to look her in the eyes when talking to her.

probably so. Why would he just be acting that way, if he was looking away and not participating in the conversation I would wonder. It sounds like he is into the conversation or you! Go on your gut feeling, you are probably right.
