it speaks of martyrs--those who were killed for their beliefs in God and Jesus. Many of them have already waited a long time for God to avenge their death. He tells them to keep waiting and to rest, that more martyrs are being killed and then it will be over forever.

Ecclesiastes 9:5 For the living know that they shall die: but the dead know not any thing, neither have they any more a reward; for the memory of them is forgotten.
The book of Ecclesiastes for the most part was written from an "under the sun" perspective. The author writes about things from a finite human viewpoint instead of a divine and eternal viewpoint. In this verse he is talking about how death appears to people who don't consider what God has to say about it.
The Scripture you posted is from a bird's eye view of Heaven that's why there is a difference.

We cannot take a single scripture and attempt to understand the meaning of the whole, any more than we can take a single piece of a jig saw puzzle and attempt to understand the subject of the whole.
Here is a text which would give a much different impression about the state of the dead.
Daniel 12:2 (King James Version)
And many of them that sleep in the dust of the earth shall awake, some to everlasting life, and some to shame and everlasting contempt.

They are those who are slain during tribulation. There will be martyrs who refuse the mark of the beast, and will not deny the Lord during the seven years of tribulation. Their prayers reach the throne continually during that time.
There will be no rapture in the sense of all Christians being removed from the earth as it is commonly believed. The ones that will be taken up to the throne of God will be the 144,000 Sons of God before tribulation begins.
The Book of Revelation is quite deep in its meaning.

This passage gives us a hint of life after death. The martyrs speak, are aware of the passage of time, can talk right to God and hear from God, and they have bodies, for they receive robes. They remember their former life, how they died, and expect judgment. They know God has not acted yet in judgment. They are fully aware of their surroundings and their situation. Fascinating!

All those who gave up their lives for believing in God. People stoned to death, the girl in a shooting that was asked if she believed in God and was shot dead when she said yes. God has great rewards in store for those who gave up their lives for him. There is apparently a number for those who die for Him. Like the 144,000 that never laid with a women and devoted their life to the ministry of God.

Revelation was a prophesy about the fall of Rome.
Since thewy got it wrong - the Church and Rome got hitched - this prophesy is obsolete. They got it wrong.
