the verse seems to substitute what God has to say for how people may react to another. Practically speaking, if the one you loved does not love you because you are ugly, where God looks on people does not matter when one needs human love.

That passage comes from the time when God wanted the prophet to anoint a ruler over Israel in 1 Samuel 16.

God instructs Samuel the prophet to go to David's family. Samuel sees a big husky young man and thinks, "Wow, this must be the guy!"

Then God tells him, "do not look at his appearance or at the height of his stature, because I have refused him. for the Lord does not see as man sees; for man looks at the outward appearance, but the Lord looks at the heart" (16:7).

It is possible to take comfort in the fact that God loves us in spite of our plain appearance. This passage is a warning not to pass judgment based outward appearance. The wide smile may hide a murder's soul. The flashy clothes may cover an adulterous heart. The strong, sleek build may hide inner torture and grief.

God looks on the heart. We see the person who is always volunteering; God sees the heart of one who still doesn't feel accepted. We envy the singer with the beautiful voice. God sees the heart of a lonely woman who can't get dates because her celebrity makes her unapproachable.

God sees your hurting heart. Open it to Him today and let Him heal it.

The phrase "God looks on the heart" goes with "man looks on the outward appearance". It's about deception and discernment. It's about secret agendas and motives. The heart is deceitful and wicked. That is where secret agendas and wrong motives are born. We cannot see or know these motives in others. We only see how they present themselves outwardly. We see how nice they look....or not. We are flattered by their attention. We enjoy their company, etc. But, they may not be as pleasant as they appear. God knows exactly where they're coming from and what they're up to because He can "see" inside a person's thoughts and heart. And He knows if they are pure of heart, if they're motives are good.
I'm not sure I follow how you've interpreted this phrase but I've tried to say what it means.....not sure I did such a good job of expressing it though.

I don't follow your thinking. The significance of God looking on the heart is that He does not choose people based on their appearance or external qualities the way many people do. Not all people are that shallow to only want to love the beautiful. Some of us try to reflect the character of Christ by viewing and loving others the way He does.

If you are chasing after the love of shallow people, you will never find it -external beauty is fleeting. The internal beauty of a person who is loving, kind and patient (all the qualities that Christians are to possess) is quite attractive and lasts forever.

People-pleasers present their 'best face' to others, but God is never fooled by such attempts to curry His favor. He sees so much that many would be very uncomfortable in His presence, not being able to hide themselves. Calling Him things like 'holy father' and other high-sounding terms of flattery is silly. Groveling and bowing and all the knee-bending in the world can't help then.-How about begging for mercy and all that? (He's heard it all before) A simple 'Hello!' might suffice, but that might imply that you actually know Him. Have you met? To avoid being bothered by the endless repetition of human bad taste, there is a process to actually meet Him, otherwise a human is left to his own fantasies, and God is spared their intrusions. Try to have something to say, anyway.

God sees your heart he don't listen to to the voice. Someone may lie to people to get things like popularity, love, or power but God look at whats in your heart. You can fool people but not God.

I think that 'God looks on the heart' means that He doesn't care who you are, or how much money you have etc. He knows your intentions, and you thoughts, and you hopes and feelings. There are people in the universe who never ever had the opportunity to hear about God and Jesus, and what will come of them? God knows their heart.

I suppose that if I look within the scriptures, I will find that Jesus says to love our enemies.
Matthew 5:43 Ye have heard that it hath been said, Thou shalt love thy neighbour, and hate thine enemy.

44 But I say unto you, Love your enemies, bless them that curse you, do good to them that hate you, and pray for them which despitefully use you, and persecute you;

How do we love them? I suppose that we all have our way to show love. One little thing I do is give a thimbs up no matter if I disagree with the asker or not. That's only one reason why I do that. But also I try to keep my head in Christ while answering questions that are outrageously hate filled. I try humor to respond with, rather than anger. I also at times attempt to reason it out with those who hate me for being a Christian.
That's the only way I know how to display love through these pixels that we communicate with.

Gods love(agape) should show through what a person does and is. We are to emulate Agape to others.

I think you are saying: what if you love someone who does not love you back.

If that is the case. you know that love between humans is a choice., You choose to love. If in the developing of that love you change your mind then you choose to not love someone.
When people marry They should know that as you get to know your mate you will have to adjust you love to the changes. On the other hand if you do not adjust to love you will find yourself not in love.
To be loved you must learn to love yourself--the way you are --adjust what you need to adjust and move on. My wife and I have been married 45 years. We have had to adjust to changes to allow Love to grow.
