She has layered hair so if you're doin it yourself you can flip your head over, brush your straight down and cut straight across for layers! Then use a 2 inch curling iron! On the back, curl some up and alternate doin some down! When you get to the front just brush hair in your face and curl back! When it falls to the side it will get that feathered look! Then just toss your hair lightly with your fingers!
I've been blessed with hair like that just brown and I do it all the time! If your scared to cut your own hair then don't do it just take the picture to with you to a salon!

just use big curling iron or heating rollers.
