It's mostly a personal preference. Currently, I use a program called PowerISO, which lets you not only open ISO files, but you can create new ones, and even mount ISO files to virtual CD or DVD drives. Very nice program.
Further, some archive programs, such as WinRAR allow you to open ISO's, allowing you to add/remove/extract files to and from the ISO.
Finally, you can use most burning, such as Nero Burning ROM or Roxio/Sonic, software to open, create, or burn ISO files.

ability ISO is an astounding application. you should use the evaluation version for free and it truly would not reduce you. it allow you to mount an iso, right into a digital cd-rom stress so that you'll be able to easily execute the information, or maybe reproduction them to disk with no need to surely burn an ISO. Love this application.. distinctly recomended, and easy to apply.

You need a program like daemon tools or alcohol120%.
ISO are image files (not like pictures). You need to mount them with either of these prgrams before they can be run.
Check out the link below for more info.

I use Alcohol 120%. It's a great drive emulator.

I've used this for years. It has some really great features like the ability to capture ISO images off of CD-ROMS and DVD-ROMS.

you can use undisker 1.5 to accomplish this. You can also do a search for uso file openers and find other programs that will accomplish the same thing. This program has to be downloaded and it's name is undisker.exe
