i believe it was the moment Mary said yes to God and became pregnant with our Saviour, Jesus. when she visited elizabeth, elizabeth questioned how she warranted this visit by the mother of her Saviour/Lord. john the baptist paved the way but the actual formation, bringing in others, but it was Mary's accepteance of God's plan that brought Christ forth - even in the womb it was known.

The foundation for it was set 'In the beginning' (Gen. 1:1). The Mosaic law starting Exodus 20-Deut. 27) was for the Jews; but be aware it was given to Moses by the Lord (Jesus Christ). Jesus later gave the 'new law' after Mathew 1, and the Mosais law went out of effect when he died on the cross, and the new law went in effect then also.
