It wouldn't be completely legal. It would have to then be done properly in front of a civil celebrant, or minister etc. As far as I know you also need a marraige licence, not sure how you obtain one, and you have to sign a marraige certificate after the ceremony, which makes the whole thing official, provided the wedding was conducted within the bounds of the laws governing the location it took place in.
So to put it simply, no, they couldn't officially, but people could make a commitment to marraige, which is little more than an engagement, really.

Well, I've seen it on TV -- usually the husband was in a war zone, so they had to get married over the phone. It involved a lot of witnesses and proxies and things, so I think it is possible.
But unless one person is in the middle of a war, if a partner can't make time to come home for a wedding, what does this say about the marriage??

I'm not sure...I am sure that it has been done before. It may be something that is done when someone is either sick and dying far away from their loved one, or maybe something that is done when the situtation is very urgent...

Well you need to sign a marriage certificate and have a witness I believe so I don't think so.
It's possible to say your "I do's" over the phone, however to make it official I think it needs to be in person.
