The same way as stove top. As long as the temp in the oven is higher then 213 degrees constant, water will boil as on the stove and the rice will cook. How long will be up to how fast you reach the boiling point, from then 20 minutes.

I have a Spanish rice recipe that I finish off in the oven.
It's just convenient and the oven provides a consistent even heat which reduces the chance of scorching the rice on the bottom of the pot as it could happen on a burner. The oven is useful when you add ingredients to the rice that can scorch easily - tomatoes and tomato juice in the case of the spanish rice recipe. Although you can do the recipe on the burner, you just have to be more mindful.
Also, for large crowds, regular rice is sometimes cooked in the oven because it's a big place where you can put in a big serving pan of rice. This is especially useful when you don't have a big rice cooker.
The recipe should be similar in time cooking wise.

Oven Rice Recipe
Recipe ingredients include rice, celery, onion, green pepper, carrots, and chicken broth.
INGREDIENTS:
1 stalk celery
1 small onion
1/2 green pepper
1 carrot
1 1/2 cups uncooked rice
2 1/2 cups chicken broth
1 1/2 tablespoons butter
1/2 teaspoon salt
1/8 teaspoon garlic powder
dash ground red pepper
PREPARATION:
Chop all vegetables finely. Combine all ingredients in a 2-quart baking dish, stirring well. Cover and bake at 350 degrees for 1 hour.
Serves 6.

3 cups hot water
2 cups parboiled rice, or other
3 tbs. oil
2 tbs. salt
in a large oven save casserole add rice, water, salt and oil, stir, pre heat oven to 275°d. bake 20 min. remove and stir, than cover with foil let rest 5 min., stir and serve, enjoy
