Alcohol is a depressant. That's why people have slower reaction times and such when they've had a bit much. It can also slow heartrate and respiratory rate. People have been known to die after a bender because they simply stop breathing.

I think it causes euphoria for the first hour or so (per unit) but then causes mild depression for the following two days or so. Or more severe depression if you have too much (part of the pain of a hangover).

Alcohol itself is a depressant, but it can cause a "rebound" effect when the alcohol wears off, and you body has been making anti-depressant neurochemicals to compensate (resulting in over compensation).

Neuro-pharmacologists (who I assume are very bored people), usually talk about "the two phases of ethilic poisoning"
The first one, "the lyon's phase", is characterised by desinhibition, excitement, hyperactivity.
The second one, "the lamb's phase", is characterised by sleepiness and overall depression of mental and physical activities.
In resume, it depends on both the amount and thge timing. Small amounts, early after consume, are exciting. If the intake continues, is a depressant.
