I've seen a couple of tips:
1. Hairspray - test a small spot on the item and then spray on hairspray and use your fingernail to remove the paint.
2. Pine Cleaner - soak, scrub, repeat.
3. 2 tablespoons AMMONIA, 2 tablespoons WHITE VINEGAR, 1 tablespoon SALT. Soak overnight.

Listen to me. I work with that stuff all the time. I tried lots of things and only this worked to a degree I would wear it again (in public).
Assume you will not get it out. It is more resistant than the coloring in the fabric itself. Anything that would dissolve the paint would damage your jacket as well.
DON'T DO THAT!
You have one shot in getting this of and that is by mechanical means...and a bit of basic chemistry.
Freeze your jacket with the blob intact (preferably). After it has been frozen it will be so hard (but not your jacket) you can genty peel back the fabric from thepaint. Not the other way around. Try to keep the paint in one piece. It wail make things easier. If need be refreeze the whole thing and repeat the process.
Left over bits you can scrape with the tip of a knife. This also goes better if the paint is frozen.

My best advice would be Goof Off. It may be one word.
The big problem that I see is the pigment in the paint has probably leached into the fabric and stained it. If the Goof Off gets the paint off but leaves a stain my only suggestion is to get some mechanics hand cleaner. There is some stuff with an orange scent. I have used it to remove oil and grease stains from clothing. Apply it directly to the stain and work it in, leave it set overnight and wash in cold water. Inspect the area before you dry it. The dryer heat will set the stain in tight. If you still have a stain try a laundry spot agent. If that fails, live with it...

Once acrylic paint has dried it can be dissolved with isopropyl alcohol—this is what I use to get it out of paintbrushes. (There is also this highly toxic terrible-smelling stuff made by Klean Strip that I got from Home Depot, but it will stain your jacket [and hands and everything else] brown.) Isopropyl alcohol (rubbing alcohol) is your best bet. It usually comes in 70% IA, but the less diluted the better; go for something like 90%. It is available in the first-aid section of most convenient stores or pharmacies. I suggest you let the soiled spot on your jacket soak in the alcohol for about 30 minutes to soften the dried paint, and then try to work it out of the material with your hands or a stiff brush. You may not be able to get all of the pigment out of the material, as the pigment is not soluble in the alcohol— what you will get out is the hard plastic medium. As for removing the pigment stain, try scrubbing the hell out of it. Good luck :)

Scrape off as much as you can after soaking it overnight.
Use dawn dishwashing liquid and and a nail brush and see if that helps. Some colors are tougher than others. Thalo green is like a done deal, white come out pretty easily and red is iffy. Rubbing alcohal is helpful but you you do't want to remove the blue from your coat.

If it's only a little, put a dab of laundry detergent (liquid ) on your finger and scrub the stain until it's gone. But if it's a lot, do the same method and just wash it in the washing machine.
