training with light weights and high reps is not optimum for fat loss.

performing high reps with less weight does not increase fat loss more than a heavier weight with a higher rep, actually quite the opposite in the long run. the lower the intensity that is used during exercise the less of an increase in the resting metabolic rate there will be post exercise. training at a low level of intensity utilizes more fatty acids than glucose for energy during exercise. however training at a high level of intensity utilizes glucose for energy during training but causes the greatest increase in the resting metabolic rate for hours after training.

High reps does reduce fat better than high weight, low reps does. If you are trying to get slim arms without looking like a body builder, curls will help better than, say, bench pressing.

yes the more reps you do and lighter weight you use you become leaner but less reps and heavy weight makes you bulker, like more muscular looking. Also make sure to drink alot of water!

No more than running or riding a bike will give you thinner arms. You can't localize fat loss.

For toning you use less weights and more reps.
For bulking up you use more weights less reps.
