I talk to a ton of people on the phone every day that don't speak english that well. I don't usually speak louder, just a little slower and more clearly. If the phone connection is bad, I find that speaking louder sometimes helps, but generally I keep the volume the same.

Usually I find that the person who is not fluent in English will start yelling (and speaking even faster) when I can't understand what they are saying because they are talking very fast in a very thick accent... So that's fun.

People speak louder because they are trying to speak more clearly. You will notice that they will also say exactly the same words they said before they were prompted that they weren't understood, but much frustratingly slower as if they were hoping that the foreigner can lipread better than they can hear and understand. Normally done by people not exposed to foreign people that much.

I remember doing this. After thinking about it, I felt stupid.
I don't think people do it to offend. It's probably a "quick" reaction thinking talking louder and slower will help.

I suppose these people will react differently if the situation were reversed.

It's just a natural reaction.... usually when someone can't understand you it's because you may be speaking too softly..... I guess when someone can't understand you, the only thing that comes to mind it to speak louder. Most people will catch themselves mid-sentence and then feel dumb themselves for yelling.

cause some people relate a language barrier with hearing problems, same reason why when your looking for an address you turn down the radio. doesnt make sense does it?

because people are stupid. the same way people will scream into a phone when they can't hear, without even knowing if the other person is having issues hearing them.
