"Creation Theory", or the "Theory of Intelligent Design" are not scientific theories at all. A scientific theory must be testable through observation or prediction and thus, falsifiable. To date, no Creationist or scientist has offered a logical means to accomplish this.
Also, a scientific theory is accepted by the scientific community as a general truth (many fail to understand this) because it is backed by observable evidence.
"Creation Theory" isn't based in science. It's based on faith. "Creation Theory" also fails as a scientific hypothesis because it's not based on inductive reasoning.
So a hypothesis, based on inductive reason, may become a theory once testable and falsifiable evidence is presented that will support it.

There is more than one definition of the word theory. The dictionary says it can just be an idea. But by no means is that a Scientific theory.
