You need to work on yourself first. If you are preoccupied with how ugly you think you are, your prospects are going to disappear quickly. No one wants to coddle an insecure person. Remember, stereotypically women are less interested in men's looks compared to the opposite for men. If you're fun to be around, chances are the last thing a gal will be thinking about is your looks. As for the shyness, take baby steps. What is probably tripping you up is your perception of women. Try not to think of girls as potential dates but rather as friends or even just as guys. If there turns out to be a connection, things will move more naturally. If not, hopefully you'll end up with a good playmate hehehe.

How about taking a class or doing some volunteer work? Pick things where the female to male ratio is high.

How about church? Most churches have youth groups, or if you're a little older, they often have singles groups. Of course, be honest. If you're not a believer, don't let them think you are. Let them know the truth.
