There is not, nor has there ever been, a restaurant at the top of the Statue of Liberty. I don't know where Kailey812 had her amazing meal, but it wasn't there.
Ditto what people said about no access to the top since 9/11.
The old NYC standby for having a meal with a fantastic view of the city is the Rainbow Room, located in Rockefeller Center. It really is, in my opinion, a spot for tourists - you won't have the best meal of your life but the view is hard to beat (the place revolves!), the place has history, and they do manage to maintain a level of old school swank. It's not inexpensive though and I would go elsewhere before dropping that much money.
Some better ideas for food and a view are:
*Asiate, on the 35th floor of the Mandarin Oriental Hotel. Gorgeous view of Central Park, great food (but pricey).
*Gigino, at the south end of Battery Park City. Here you'll have a view of the Statue of Liberty while you dine. Convenient if you're planning a trip to (or returning from) the Statue. There's some GOOD Italian food to be had there, and the pizza's not bad either.
If your food and view don't have to be in the same place, head to the Top of The Rock observation deck on the 70th floor of the 30 Rock building!

No. At the head (crown) is a small room enough for only several people to look out into the New York harbor. Only way to get to the head (crown) is by walking up a narrow staircase. Since 9-11, I think the city and federal governments closed access to the crown.

Well, being a New Yorker and living in NYC, and being a person who loves rock, I woud suggest the Hard Rock Cafe as my top choice. If you want to dine in Soho or Little Italy, the best restaurants would be Broadway Gourmet, Piu Bello Gelato, Calexico Cart, and Epistrophy.
