Dachshunds are notoriously stubborn about housebreaking. Start with completely cleaning and deodorizing the bathroom. Then keep the door shut so he can't go back there. Next what is the routine when you go outside? Make sure he's allowed out long enough to go, some dogs need a bit of walking around to stimulate all the proper parts to kick in the need to poop so a quick trip might not be enough time. When he does go out have a small treat with you. When you see him start to go be ready with a treat and praise so he learns this is the proper place to go. When inside keep an eye on him, if you notice he is looking for a new spot since the bath is unavailable take him immeditately outside, the same if you catch him in the act. A sharp no to startle him and hopefully stop the process and again outside and allow him to finish. When he does again give him treats and/or praise.

Are you staying outside with him? If you are no outside with the dog you can not praise the correct behavior. You need to determine what his normal Poop times are and take hime out side to the area where you want him to do it, and wait it out. Over time the amount of time you have to spend outside with him will shorten, as he relearns what you want. When he does go outside make to to praise, and reward him. What is an appropriate reward? That depends on the dog. For some dogs a walk is highly rewarding as they get to sniff and see the neighborhood. if this is the case do not take an extended walk before he goes wother wise you are giving the reward for the behavior and a negative for going by then taking the dog back in the house.

He is trying to put the poop where it smells like poop.
Clean floors thoroughly. I'm not saying that they are dirty, just that his nose is 6" away from the floor and SO MUCH better than ours. Clorox will help kill the smell if the floors can take it.
Remove feces to the area of the yard you want him to use. Let him check it out while out there.
Feed him a large meal of canned food, crate him 30-45 minutes then take him out to the designated area to do his business, he will be ready to pop - er - poop.
Alternatively, keep the bathroom door closed.
Put papers or puppy pads in there.
My dachshies used to do this too, in fact I have one who will still slip up maybe once a month and poop in front of the toilet, it's like he tries to put it in the right place but his legs are too short...

I agree with cleaning the floor VERY well also you can try...
Try to teach him to ring a bell when he needs to go outside. Place a bell next to him and when he paws at it or nudges it then give him a treat. After a few times hang the bell up. When he touches it immediately take him outside and after a couple times he will understand that when he needs to go out he should ring the bell.

Dachshunds have really great sense of smell. He might be smelling the poop in there so you have to make sure you really clean where he poops. I would use Vinegar and water mix. Works really well.
