You can also use a seine net by either dragging it by hand or pulling it behind a boat. Check local regulations BEFORE attempting this. It is legal where I live but you know the laws vary from region to region.

Use a drop net. Cast nets take a lot of practice before you get good at throwing it. With a drop net, all you have to do is ease it down. Make up a mackeral, bread, oil combo, or just bread and oil to lure the minnows over the drop net. Once you think some are eating the bait lift the net quickly. It should only be about one foot below the surface, that way the minnows are trapped.

Or you can google search " Minnow Trap"
Or if the minnows are big enough use a tiny tiny hook and a small bread doughball . You can chum them in with bread and then try and catch them with the doughball
