Because he's insecure.
Because all his friends say they are having sex, and they will make fun of him that he isn't.
Because he wishes he was having sex, is envious of his friends, and doesn't need to compound that by having them make fun of him.
I'm not trying to say that its fine, or okay. You just asked why, so I answered. Its nothing personal to do with you.

If you want to take the immature route, just spread the rumor based on a quick performance or small member. He'll be changing his tune pretty quickly.
To take the mature route, just ignore him. This sounds like highschool drama, meaning everyone will forget by the end of the week.
