How long is it taking to get a Canadian Passport?

It wasn't done at a passport office, but just mailed to Quebec

The website currently says those take 10 weeks, not counting the time in the mail. But mine has been over 12 weeks now. Last week they finally mailed me a receipt and my birth certificate back. Very, very sad!
