most of the time when this happens is when i'm in an office, at normal room tempature. It doesn't have to be winter or be cold. everyone else doesn't seem to mind, but I'm always asking if they are cold, the answer is always no. The coldest parts of by body are my hands and feet.

You do not say if you are taking medication? I will assume not. Therefore in the office while you are sitting your blood is not reaching the extremities, hands and feet. Unless you exercise get the old cardiovascular system pumping, your blood will not reach the extremities. You do not state if you are over weight, or if outside the office you exercise? All these things have a influence on the situation, therefore go and see a Doctor.

I suffer from it all the time, I have poor circulation to my feet. Even in summer I wear two pairs of socks and my feet are never too hot.

You might have poor circulation. You should see your doctor.
