No medical condition disqualifies a person for Heaven or condemns them to Hell. Tourettes is beyond the person's control, which means anything they say during an attack is not sinful.

The only reason that a person goes to Hell is because they don't repent of their sins and continue to reject Jesus' atoning sacrifice on the Cross. That's an act of willful disobedience.

Tourettes in the operation of a demonic spirit. God gives everybody the opportunity to be healed of all maladies and mental illnesses. I could understand if you are saved and you are struggling with tourettes. But the only thing which will cause you to go to hell, is rejecting Jesus Christ as Lord and Savior. So going to hell is not based on your illness, but rather if you believe Jesus is your Lord and Saviour. So, if you have tourettes and have the ability to make a decision, but choose not to accept Christ, then yes it will be hell.

If you believe in heaven hell stuff... Then no, god didn't put you on this earth to punish you, he put you on this world to do be the best person you can.

if you believe in karma, then this is a sorta backwards stage towards reaching your enlightenment. Do good in this life the best you can and you will go up a next step in your next life

We are all sinners, but having a disease is not a sin.

To be guilty of a sin one must choose to engage in sinful conduct. Actions caused by a disease are not freely chosen. Therefore, if, because of a disease, someone engages in actions that would be sinful if they were freely chosen there is no sin.

No one with a handy cap is going to hell, you just have some different obstacles than others to go through. Now if you were a murder or something then you would differently would go to hell, if you didn't repent of it first. But you my friend are not going to hell, because of your handy cap.
