POLICE. Call the police. Tell them what you've told us. And get a restraining order. If you have a restraining order, he can be put in jail for being within a certain number of yards/feet of you (it will be stated in that order), and it will make it much easier to prosecute him if he DOES start anything with you or your family. Please do not wait. Call the police, and get some help. You should not have to deal with this.

You will probably get better advice posting this somewhere like the legal or support areas of Yahoo Answers.
In any case: If he leaves any threatening voicemails, or e-mails, save all copies of the recordings/mails sent.
This will help aid you when you go in for a restraining order. If he is loitering around your house, call the police and let them know that he is trespassing on your territory and you don't feel comfortable with him being there.
Explain the situation to them, and have a report filed.
I also posted a more informative site on ways to do this and things you can do to protect yourself.
Good luck and be safe.

First tell your family and then call the law, this is a serious crime and it is better to be safe than sorry, there are steps you can take legally to get rid of the guy, also then if anything does or was to happen to anyone they would head for him first. Restraining orders and protection orders will help if he isn't completely crazy, but further action may have to be taken and a trip to jail for him before he figures out that his behavior is unacceptable. Do not be afraid of him or let him know you are afraid, he is feeding on your fear, it is a control factor that he is exerting on you.

Get a restraining order. It will piss him off more but you can call the cops if he comes near you or your family, school, etc. If he keeps harassing you then he will go to jail. If you allow him to, he will continue to do this. I know it is scary to take him to court but it's better than letting him ruin your life.

You could get a restraining order but most of them end up worse because you just piss them off more. I would say be very aware of your surroundings. Take a trip out of town with someone for a while.

You sound very young. Talk to your parents and get them to call the police. Make sure someone is with you when you go out. Get this sorted as soon as possible.
May the Lord keep you safe.

It's called stalking and is against the law. Call the cops and a women's shelter. You sound young. If you are underage you can call Child Protective Services. But please call someone now.
