Outside air temperature (in the shade). That, which is reported by the weather service. The ambient temperature fluctuates during the day and night, but doesn't change very rapidly (unless a weather front passes through the area).

It is the atmosphere (with its ambient temperature) that the HVAC system is going to dump heat into, or pull heat out of. The HVAC system cannot change the atmospheric temperature, therefore the atmosphere represents an infinite heat sink/source.
