What is dvd encoding? Also, can a Region 1 dvd play on regular DVD players (or Windows XP 'windows media player', xbox, PS2) in England?

You can enter a code on most dvd players to make them multi-region. DVD drives in PCs tend to have only a limited amount of times you can change the region (usually 5) before the last region you choose is the one you are stuck with.

We found out that a dvd we bought our kids for christmas in England was a region 2, and we of course in the US are a region 1 so we have never played the dvd. I have read online where there is a way to reprogram your dvd player to accept the other regions encoding. Just google it.

Dvd encoding is a method used to prevent people from importing dvds because cinema releases and dvd releases vary from country to country. think theres 5 different regions 1- us 2- uk
If you use a search engine you may be able to find out how to make your dvd player region free, ive done this twice already, its so easy to do too, simply pressing buttons on your remote. BTW you can buy the codes on ebay.

0) No Region Coding
1) The United States of America, Canada.
2) Great Britain, Europe, Egypt, Arabia, Japan and South Africa.
3) Korea, Thailand, Vietnam, Borneo and Indonesia.
4) Australia, New Zealand, Mexico, The Caribbean, and South America.
5) India, Africa, Russia and former USSR countries.
6) The Peoples Republic of China.
7) Unused.
8) Airlines and cruise ships.
9) Expansion (often used as region free)

depends on the dvd if its multi zoneing plsyer and some US dvds wont play on aussie P.S its to do with pixel aspect as well as regional settings
