It depends on the graffiti. Some of them can be quite creative, while others are downright vulgar & damaging. However, none should be supported if it's done without owners consent or permission.

When sitting at a train crossing I see it on the sides of boxcars, and I wonder about who did it, where and why. Some of it is cryptic--I wonder what it means.
Some of it is quite beautiful. I think that someone out there has a lot of talent that is going to waste. I think it's too bad that our society no longer nurtures its young in the areas of artistic pursuits. Some of these people would probably make terrific graphic designers if they had the chance to go to school.
I saw a documentary once that explained how graffiti is one method by which gangs mark their territories and communicate with one another. Again, here is talent wasted. If those young people's energies could be redirected, it would be a better world.
I know you only asked for first impressions, but as you can see, I've spent a little bit of time thinking about graffiti while waiting on trains.

if it's creative, i think "wow i wish i was that talented".. not many people understand art. most think that masterpieces are only conventional "The Creation of Adam" things..or some statues like "the pieta". but there's much more to it. art can be a dot in the middle of the paper. even though i would never buy a dot, it's still art.
so writting your name or drawing a portrait under a bridge with nothing but spray paints=amazing! i'm a good with pencil/pen drawings and acrylic/water coloring but with sprays? are you kidding? you might see a name, but i see a masterpiece.
however, if it's sloppy, 1st grade drawing of a stick figure, a crooked name and stuff..then i'd think that it's a waste. may be because i'm a perfectionist but it's still creative in some way.

When I see the elaborate kind of graffiti, I first think "all that talent, wasted." When I see the basic garbage kind of graffiti, I think "sheesh, a little respect for others would be nice."

Sometimes I am impressed with the art work, sometimes I wish they would take lessons. Sometimes I am impressed by the nuggets of wisdom, other times I'm disgusted by the ignorance and lack of respect for others. Generally, I feel sorry that there are people so hungry to be heard that they will violate the space of others. Lots of different responses. Sometimes I wonder about their childhood and what they would have said if they felt truly loved. Love & peace

Some graffiti, like in art journals/books are very interesting and quite stunning. But when I see it elsewhere I think...Stupid stupid people. Don't have anything better to do than ruin other people's property. How unconsiderate.

Some of it is brilliant like banksy a UK artist who is just amazing thought provoking and funny. The ones where young ones have just written they're name on something are stupid but some are truely art for all those who hate it check out banksy's website you might change your mind. Some of these peices sell for an amazing amount of money.

If it's nice, then I would look at it and appreciate the work, but I certainly wished that these talents will be given a place to express themselves without being a nuisance to others. As a designer myself, I think there should be limits to everything, even art/design.

How can they get away with it? Yes if it is done in a tasteful manor i don't have a problem with it. But if they are just their name and what not...that is discusting. I was in Paris,France last June and it was all over the place...and they would write the F-word...it was really dirty stuff.
