home depot and lowe's have them.. usually they are the inexpensive ones.

The newer ones I have seen at Home Centers have plastic bolts that are seperate from the seat frame. You set the seat on the bowl and stick the bolts through the seat hinge and the holes in the bowl. Then reach under the back side and place the nuts on the bolts. Use a screwdriver from the top to secure.
