Puberty is considered delayed if it STARTS after 14 years in boys, and precocious if it occurs before 9 years of age. Most boys start puberty between 11 and 14. However, a lot of exceptions do occur, and totally NORMAL boys can have puberty starting at age 16 or 17. It would be a good idea to have it checked out by the time the child reaches 15, though.
