The first thing to do is to fashion a hat out of aluminum foil. Don't skimp, use Reynold's Heavy Duty. Make sure the hat covers your brain completely, right down to your neck.
Now, using that foil and a bowl, form the foil into the bowl, remove and mount on something, like a pole, or even a lamp, something that will be at about the same height as your head. Make lots of these "reflectors" and mount them pointed back at your neighbor. This way, the EM Field will be reflected back at them.
Inside your home, build a Faraday cage around your bedroom, and sleep in it. If properly constructed, it will keep out EM fields completely. See link below for construction details of a Faraday cage.
Most importantly, see your doctor immediately. Explain the situation and he will prescribe the proper medication for you, possibly haloperidol. He may even intercede with the authorities, since in some jurisdiction this is required by law.

I think you may be a little unhinged ...
To emit an electromagnetic field powerful enough to cause a human damage in that kind of proximity, you would need an unshielded industrial generator, or a small unshielded reactor.
Did you know that your computer monitor emits an EM field? How about your TV? Your cell phone?
What kind of damage could you be experiencing as a result of this supposed EM field that your neighbor is generating. You'd have to be exposed for decades at high levels to even begin to form any kind of tumor, and that is the most common manifestation.
I think you are a little paranoid and maybe a touch hypochondriac.

Thanks for taking my answer KC. Obviously, the tin foil hat and chest peotector are the best remedies for this type of device. Make sure though that the shiny side is facing outwards and that you do not use the newer types of no stick tin foil. The newer versions have had a change in their molecular configuration which will not giveyou the full protection that you need. Good luck!

Do they have a special gun or something that is aiming this stuff at your house? I really don't understand. Sounds kind of Sci-Fi-ish to me. If you are truly serious, you should go to you local university and seek out a science professor and see what he knows about all this.

get your self a ray gun that would run off of em field aim it at there house so every time that turn it on the ray gun would come on it would zap there house soon there won't be no house and on more em's

"EM" or Electromagnet waves can be reduced very easily by wearing an aluminum "anti-UFO" hat and cellophane wrap!
