Go the DMV in your state. Tell them you have lost your title and need a replacement title. Assuming the title is in your name only and not the deadbeat ex-husband as a co-owner...then you can get a new title handed to you the same day for a fee of about 20-25 dollars.

Is the title in his name or yours? Where you awarded the car in a divorce decree? If the title is in your name, your lawyer can demand that he give it to you. If the title is in your name, you can also get a replacement title. Go to your local DMV.

Nothing, aside from sue him for it. Assuming that he's the legal owner, you have no legal claim to the car and can't sell it.

If YOU are the legal owner, just get a duplicate title at the DMV.

if the title is in your name you can go to the dmv and apply for a duplicate title.
