I heard the term "like ducks in a thunderstorm" first in the 1978 movie "Force Ten From Navarone" about WW2 spies and saboteurs with Harrison Ford, Robert Shaw, Carl Weathers, Edward Fox, Barbara Bach and others. At one point in the film, Ford and his saboteurs are at a rail station and plans have gone wrong with the threat of being exposed and shot by the Nazis. Edward Fox's character says "well we just can't stand around like ducks in thunder". The term simply refers that ducks are not afraid of thunder & lightning, they don't go running for cover and are non-chalant and passive while it is pouring rain and lightning.
