and does the new scar have keloid tissue?

They can (and it often makes sense to) remove the c-section scar but you do wind up with a new scar in the same area of course.

Keloid scarring is a separate issue which is not related to the fact that a scar has been removed there. Have a read of the wikipedia page.

Yes, the C-section scar will go as part of the operation.

The new scar will be MUCH larger - from hip to hip and possibly from pubis to bellybutton. (depending on technique and how much belly there is to take off)

If you are prone to keloid formation, you might not want to have this procedure, or you might end up with a very nasty keloid. Your plastic surgeon can discuss this with you.
