If you mean "Can you write an operating system with JSP" the answer is NO. JSP can only create web pages, albeit interactive ones. Java, maybe. But JSP, no.

jsp is a programming language which needs an operating system to run on, so no. An operating system needs to run the direct machine code the machine understands. It takes years to develop, and there are so many already available it isn't worth the effort.

Very difficult to create the number of memory leaks that XP offers. But if you mean, could it be possible to create a desktop -like experience in a web-based application, then look at what Google offer.
