I've actaully done this.

I've had mine navel pierced twice before.
Both times I had to take them out at fault of the piercer. (I was 16 and didn't know that if she used a clamp, she wouldn't have messed up so badly.)
The first time she pierced too much skin, so as only the hoop she gave me was wearable.
The second time she did just the opposite, and pierced not enough skin. It was so shallow I'm surprised it didn't rip out.

Find a good piercer like I did and have them re-do it.
Make sure your navel is fulley healed before hand and make sure you're able to baby it.
People who get things re-pierced tend to treat their piercings the way they did when they took them out, and not the way they should when it's a new hole.

What was the reason you had to take it out twice? If it's rejected both times and was pierced/healed for properly, a navel piercing might not be best for you.
Some people just can't have certain piercings.

It's no problem to get it done again. The piercing may take a bit longer to do, as the scar tissue gets in the way a bit, but an experienced piercer can handle it no problem
