Unfortunately, being scared of someone is not grounds to try to remove someone. That's not even a law. You've called the Police, and apparently he's not breaking any laws to be arrested. I hate to say it, but until he violates his probation, all you can do is to keep an eye on him.

Seriously, you live in America.....

It doesn't matter if you and some of your neighbors want to get him kicked out of the neighborhood or removed.......(it's not like you own the neighborhood and this isn't Nazi Germany where people disappear in the night with the authorities to be never heard from again).

If he makes enough noise at night to "disturb the peace", or you witness him using drugs, call the local police department. If you think he's violating his probation, call the County probation department, notify a probation supervisor.

Obviously, in your previous calls there wasn't any evidence of a violation, or he would have been arrested (probation officer scared of him.......I think not, though perhaps that's your impression).

Hope this helps.

If you see him actually using drugs you might be able to get a hold of his probation officer and get drug testing done (drug use is almost always a parole violation). A parole violation means back to prison for him for violating parole, but honestly, until he commits a crime you might not be able to do anything or the Probation Officer might be so busy he can't keep track of all of his work as much as you or he would like. My recommendation: lock all your windows and doors ALWAYS. :-)

If you think he's high on something, call the cops in. They bust him for possession and he goes straight back to jail and out of your life.

You better be sure though. Doesn't sound like he had actually DONE anything illegal yet.

the police aren't scared of a piece of sh!t dooshbag like that lowlife, they'll gladly arrest him and do whatever they want if they have the right to

Speak to the District Attorney. I'm sure they will be able to answer any questions you may have.

what crime did he commit that concerns you? if it is just public nuisance, take him to court. you could try talking to him and asking him to be quiet. if he is a renter, you could speak to the owner of the property.
