noone supposedly but one guy from the IRS told a woman on SSI last week that if you make less than 10000 dont bother. But I am no tax expert. Under 50K file a 1040EZ its one page and anyone can do it and you dont need to get help.

If you have investment income greater than $400 or wage income over $8450, you are required to file.
If you are below both of these amounts, you don't have to file because you won't owe anything. You could call that exempt if you want to.
Also, if you only have income from excluded sources (such as insurance payouts, disability, municipal bonds and social security), you are also not required to file.

Sorry to answer #1, outlaws and foreigners actually do have to file, on 1040 and 1040-NR respectively.
For answer #3, children have to file if they are 3 months old and have enough income to be taxed. The "every three years" thing is a myth. Everyone has to assess their situation annually, including businesses allowed a long business cycle.

A person whose income is below the amount for their filing status where they're required to file does not have to file a tax return. For example, a person who is single and not a dependent doesn't have to file if their income was under $8450, or a married couple filing a joint return, $16,900, as long as the income isn't from self-employment. This is the number for 2006 returns - it goes up a little every year. There are different limits for different filing statuses.

Anyone who receives any form of income has to pay taxes. There are filing requirements for each individual depending on their age and status. It is usually measured by the standard deductions and exemptions.The amount changes almost every year. it's better if you check it on IRS website. You must also file if you owe any special taxes. If you check IRS website, type publication 17. If you have plenty of time to read, you can learn all about it in that publication. Even if you are not required to file, i recommend that you still file if you have income and taxes are witheld in your salary. You might be able to get some refund or qualify for earned income credit. =) good luck!

You are not exempt from taxes. What they mean by that is if you're a student you still file but you get it all back. If you're a farmer you only have to file every 3 years but you still have to file. If you make less than $11,000 year you still file but you get it all back. The only ones who are truly exempt are the unemployed. And children. Not sure of the age they start. Also if you own you're own small business you only have to file every 3 years.
