Thick skin has more keratinization, i.e. the surface layer of dead cells is more. Thin skin has less keratinization, so it appears softer and thinner.

A "thick skinned" person is good at "turning the other cheek", a "thin skinned" person takes everything personally. Wars are begun by thin skinned people- and finished by thick skinned ones. :)
